These organs will run by their native laws. So<br \/>\nproper coordination is necessary among them to ensure justice, peace and<br \/>\noverall development,\u201d she said.<\/p>\n<p>The premier said this while inaugurating the daylong \u201cNational Judicial<br \/>\nConference-2019\u201d arranged by the Supreme Court with the theme of \u201cJustice for<br \/>\nPeace and Development\u201d, at Bangabandhu International Conference Centre (BICC)<br \/>\nhere.<\/p>\n<p>She added: \u201cWe expect such a situation in where the state\u2019s three organs<br \/>\nwon\u2019t interfere the activities of others as it will hamper running the state<br \/>\nsmoothly, maintaining peace as well as ensuring justice and development.\u201d<\/p>\n<p>The premier said the honourable President has formulated Warrant of<br \/>\nPrecedence and he has the only authority to change it, adding he (President)<br \/>\nhas also formulated the rules of business.<\/p>\n<p>\u201cNo question can be raised in the court about the activities of the<br \/>\nPresident in accordance with the articles 51 (1) and 55 (5) of the<br \/>\nConstitution. But, sometimes, orders are seen giving on the issues under the<br \/>\njurisdiction of the President,\u201d she said.<\/p>\n<p>The premier hoped that the judges will work for ensuring the rule of law<br \/>\nand justice as well with utilising their talents and creativity being responsible to the country, people and Constitution.<\/p>\n<p>She also asked the law minister to take prompt measures to establish the<br \/>\nfirst ever law university in Bangladesh likewise other countries upon a<br \/>\nproposal given by the Chief Justice.<\/p>\n<p>Chief Justice Syed Mahmud Hossain presided over the function while Law,<br \/>\nJustice and Parliamentary Affairs Minister Anisul Huq spoke as the special<br \/>\nguest.<\/p>\n<p>Secretary of Law and Justice Division Md. Golam Sarwar, Supreme Court<br \/>\nRegistrar Md Ali Akbar, and Senior Session Judge of Munshignaj Hosne Ara<br \/>\nspoke at the function.<\/p>\n<p>Judges from the Appellate and High Court Divisions of the Supreme Court and<br \/>\nlower courts across the country attended it.<\/p>\n<p>A video documentary marking the nation judicial conference was also<br \/>\nscreened on the occasion.<\/p>\n<p>Sheikh Hasina requested the judges to deliver the verdicts of lawsuits in<br \/>\nBangla alongside English taking into consideration the poor knowledge of most<br \/>\nof the litigants in the foreign language.<\/p>\n<p>\u201cBecause of poor knowledge in English, most of the litigants need to depend<br \/>\non their lawyers to understand the verdict. The litigants have no scope to<br \/>\nknow about the essence of the judgment and in many cases, they are harassed<br \/>\nfor this reason,\u201d she said.<\/p>\n<p>\u201cSo, it\u2019s crucial to publish the court judgment in Bangla alongside<br \/>\nEnglish,\u201d she said, adding the judges may write verdict in English, but there<br \/>\nshould have a provision of publishing it in Bangla.<\/p>\n<p>The premier stressed more effective usages of the mobile court as it has<br \/>\nbeen playing a vital role in checking various crimes such eve-teasing,<br \/>\nexercising unfair means in public exams, extortion, vehicle and environment<br \/>\nrelated crimes, price hike, and adulteration.<\/p>\n<p>\u201cIf mobile courts are likely to be used in more effective manner, it would<br \/>\nbe possible to maintain law and order, prevent crimes and protect public<br \/>\ninterest,\u201d she said.<\/p>\n<p>She went on saying that the operation of mobile courts for trial of small<br \/>\ncrimes could reduce pressure on the judiciary and thus, it could earn<br \/>\nconfidence of the people as punishment is given to the wrongdoers on the<br \/>\nspot.<\/p>\n<p>As many as 4,11800 mobile court operations have been conducted by which<br \/>\n10,10,334 cases have so far been disposed of and Taka 292 crore has been<br \/>\nrealized as fine in the last 10 years, she added.<\/p>\n<p>The premier said Bangabandhu got only three and a half years and during<br \/>\nthat time he laid the foundation of all basic development of the country<br \/>\nincluding formulation of the Constitution.<\/p>\n<p>The Constitution has ensured justice for people and thus the rule of law,<br \/>\nshe said.<\/p>\n<p>But, the assassination of Father of the Nation Bangabandhu Sheikh Mujibur<br \/>\nRahman along with most of his family members on August 15 in 1975 stalled all<br \/>\nsorts of development process in the country, she added.<\/p>\n<p>The premier however extended her thanks to the judiciary for delivering<br \/>\nthe judgment in scraping the indemnity law paving the way of holding trial of<br \/>\nthe assassination of the Father of the Nation.<\/p>\n<p>In this context, she said they have been denied for justice for a long time<br \/>\nas she was not even allowed to file a case to seek justice of the murder, she<br \/>\nsaid.<\/p>\n<p>After assuming office in 1996, \u201cwe rescinded the indemnity law and<br \/>\ninitiated the trail,\u201d she said, adding that the trail had been completed<br \/>\nwhile some of the accused had been hanged as some others are on the run.<\/p>\n<p>The premier also expressed her gratitude to the judiciary as they termed<br \/>\nillegal the grabbing of state power by the military dictators after the<br \/>\nassassination of Bangabandhu.<\/p>\n<p>In this regard, she said \u201cThe court verdict helps continue the democratic<br \/>\ntrend in the country and expedite the country\u2019s development freeing it from<br \/>\nstigma\u201d.<\/p>\n<p>Referring to holding quick trail of some sensational cases like the Feni<br \/>\nMadrasha student Nusrat killing, she said the confidence and trust of the<br \/>\npeople on judiciary have increased through the verdicts.<\/p>\n<p>Describing various measures taken by her government for the development of<br \/>\nthe country\u2019s judiciary to ensure rule of law and justice in the country, the<br \/>\nprime minister said her government appointed adequate judges and established<br \/>\nsufficient infrastructure for removing deficiency of enough court building<br \/>\nand judge\u2019s residents across the country.<\/p>\n<p>The premier has assured the judges of giving proper security as they have<br \/>\nrisk in dealing with notorious criminals.<\/p>\n<p>Sheikh Hasina said the residential complex was constructed considering the<br \/>\nsafety and security of the judges.<\/p>\n<p>She mentioned that her government enacted Legal Aid Services Act-2000<br \/>\npaving the way of getting justice for the helpless, poor, and under<br \/>\nprivileged people.<\/p>\n<p>Mentioning that Bangladesh has turned into a digital country, Sheikh<br \/>\nHasina said introducing e-Judiciary system is important for the country\u2019s<br \/>\njudicial process to remove backlog and procrastination of the cases.<\/p>\n<p>The premier also said the trial of infamous criminals can be held through<br \/>\nvirtual courts to lessen the risk of transportation of the criminals.<\/p>\n<p>Sheikh Hasina said the e-judiciary will help the litigants get duplicate copies of verdicts without any hassle.<\/p>\n<p>\u201cWe have already introduced the cause list through Digital Display Board in the Supreme Court and 13 districts.
