A week ago, China\u2019s foreign minister, Wang Yi, condemned the bill as
\n\u201cnaked interference in China\u2019s internal affairs.\u201d<\/p>\n
Just on Tuesday, the foreign ministry said it had summoned the US
\nambassador to Beijing to warn that the United States would \u201cbear all the
\nconsequences\u201d if the bill went through.<\/p>\n
The Hong Kong Human Rights and Democracy Act, which won rare and
\noverwhelming bipartisan support in both houses of Congress, supports Hong
\nKong\u2019s protesters.<\/p>\n
It requires the US president to annually review the city\u2019s favorable trade
\nstatus and threatens to revoke it if the semi-autonomous territory\u2019s freedoms
\nare quashed.<\/p>\n
Congress also passed legislation banning sales of tear gas, rubber bullets
\nand other equipment used by Hong Kong security forces in putting down the
\nprotests, which are now in their sixth month.<\/p>\n
Republican senators Marco Rubio and Jim Risch, together with Democratic
\nsenators Ben Cardin Bob Menendez, issued a joint statement welcoming Trump\u2019s
\ndecision.<\/p>\n
\u201cThe US now has new and meaningful tools to deter further influence and
\ninterference from Beijing into Hong Kong\u2019s internal affairs,\u201d Rubio said.<\/p>\n
\u201cFollowing last weekend\u2019s historic elections in Hong Kong that included
\nrecord turnout, this new law could not be more timely in showing strong US
\nsupport for Hong Kongers\u2019 long-cherished freedoms.\u201d<\/p>\n
\u2013 Trade tensions \u2013<\/p>\n
Trump could have vetoed the bill, but he would have faced the possibility
\nof a politically humiliating override \u2014 something unthinkable on most
\nissues, but feasible given the strength of congressional support on Hong
\nKong.<\/p>\n
Trump, who badly wants even a partial trade deal to show to voters as his
\nreelection campaign gets underway, had appeared to hesitate.<\/p>\n
New pressure came on him to join Congress after Hong Kong voted decisively
\nin local elections Sunday for candidates backing demands for more democracy
\nand autonomy from communist China\u2019s central government.<\/p>\n
On Tuesday, Trump said he was \u201cwith\u201d the protesters, but quickly
\nbackpedalled, emphasizing his close ties to Xi and efforts to secure a long-
\ndelayed resolution to the trade war between the world\u2019s two biggest
\neconomies.<\/p>\n
\u201cWe\u2019re in the final throes of a very important deal, I guess you could say
\none of the most important deals in trade ever,\u201d Trump said.<\/p>\n
\u201cIt\u2019s going very well but at the same time we want to see it go well in
\nHong Kong. I think it will. I think that President Xi can make that happen. I
\nknow him and I know he\u2019d like to make it happen,\u201d he said.<\/p>\n
