\ngiving necessary financial education and all possible protection to investors
\nas she opened a regional seminar on investors\u2019 promotion.<\/p>\n
\u201cThe present government is working on creating a strong Capital Market,
\nwhich will meet long-term financing needs to the investors\u201d, she said while
\ninaugurating the four-day \u201cRegional Seminar on Financial Literacy and
\nInvestor Protection\u201d in a city hotel here.<\/p>\n
The seminar is being jointly organized by Bangladesh Securities and
\nExchange Commission (BSEC) and the Asian Development Bank (ADB).<\/p>\n
\u201cOur government is continuously extending its all out cooperation through
\nproviding policy support, law amendments and infrastructure building for
\ncreating a stronger capital market,\u201d the premier said.<\/p>\n
The prime minister also vowed to ensure accountability and good governance
\nto eradicate corruptions at different levels in the capital market.<\/p>\n
Stressing the need for increasing the participation of retail investors in
\nthe capital market, she said \u201cOur Capital Market is still being driven by
\nretail investors. To make Capital Market vibrant, we need to increase the
\nparticipation of institutional investors there.\u201d<\/p>\n
The premier also said \u201cA country-wide program on investment literacy has
\nalready been launched which remains continued to create a knowledge based
\ninvestor community.\u201d<\/p>\n
Noting that reducing the risk of individual investors, BSEC is running
\ncountry-wide investment literacy program, the premier said \u201cUnder this
\nprogram, BSEC has already arranged financial literacy program at divisional
\nlevel which will gradually be extended to district level.\u201d<\/p>\n
By this time, Bangladesh Academy for Securities Market (BASM) has been
\nestablished to this end, she said<\/p>\n
Calling upon the investors not to invest money in the stock market
\nwhimsically, the prime minister said \u201cIn fact, investors are the main driving
\nforce of the capital market. If investors take informed decision, it will, on
\nthe one hand, help reduce investment risk and on the other hand, it will also
\nact as a supplementary element in ensuring stability of the market. \u201d<\/p>\n
\u201cConsidering importance of this, we included this issue in our 2018
\nnational election manifesto named \u2018Bangladesh on Path to Progress and
\nProsperity\u2019 or \u2018Shamriddir Agrojatray Bangladesh’\u201d, she said.<\/p>\n
\u201cWe believe that knowledge and techniques of investment for all of the
\nrelated stakeholders of Capital Market including retail investors will
\naccelerate the process of financial inclusion,\u201d the prime minister said.<\/p>\n
The premier hoped that under the auspice of the Asia-Pacific Economic
\nCooperation\u2019s Financial Regulators Training Initiative (APEC-FRTI), the
\nseminar co-organized by the BSEC and ADB will benefit the participants from
\nhome and abroad.<\/p>\n
This also would help them strengthen their respective stock markets through
\nexchange of experiences, knowledge and views, she added<\/p>\n
The objective of the seminar is to enhance the financial literacy and
\nprotection of the investors of the capital market.<\/p>\n
The representatives of India, Japan, Philippines, Nepal, Cambodia,
\nThailand, South Korea, Malaysia, Indonesia, and Iceland are attending the
\nseminar.<\/p>\n
Among others, ADB country director for Bangladesh Manmohan Parkash and
\nBSEC Chairman Dr M Khairul Hossain spoke on the occasion.<\/p>\n
A video documentary was also screened describing the role of capital
\nmarket in the country\u2019s economic development.<\/p>\n
Spelling out the measures taken by the government for building a strong
\ncapital market, the prime minister said \u201cIn 2019-20 fiscal year, limit for
\nthe tax free dividend income has been raised to 50,000 from 25,000 for the
\ninvestors in the market.\u201d<\/p>\n
A number of different bonds including fixed income financial product have
\nbeen issued at our initiative while two rules have been adopted on Short sell
\nand Risk-based Capital Adequacy, she also said.<\/p>\n
Noting that the government has taken initiatives for capacity building of
\nthe BSEC including adopting a new organogram, the prime minister said
\n\u201cConstruction of a new building for the Bangladesh Securities and Exchange
\nCommission has already been completed.\u201d<\/p>\n
Benefits and amenities for the employees have been increased and as a
\nwhole, the institutional capacity of the Commission has been strengthened,
\nshe also said.<\/p>\n
She said her government is implementing a promotional package successfully
\nfor protecting the small investors.<\/p>\n
\u201cInculcation of the strategic investors has been guaranteed at the Dhaka
\nStock Exchange,\u201d the prime minister said, adding that an increased number of
\nparticipation of local and foreign investors is seen in order to form venture
\ncapital and impact fund.<\/p>\n
Besides, a small capital platform has been established at Dhaka Stock
\nExchange as the small and medium industries can enjoy the opportunity to
\nreceive capital and this will eventually create a great scope for enlistment
\nof the start-up companies, she said.<\/p>\n
The prime minister referred to various measures which are being taken to
\nprotect the interest of the investors that will ensure a conducive
\nenvironment for a vibrant Capital Market.<\/p>\n
