The Executive Committee of the National
\nEconomic Council (ECNEC) today approved a total of 11 projects costing Taka
\n4,541.81 crore, including one for empowering the country’s womenfolk through
\ntechnological support with Taka 250.03 crore.<\/p>\n
The approval came from the 14th meeting of the ECNEC in the current fiscal
\nyear (FY22) with its Chairperson and Prime Minister Sheikh Hasina in the
\nchair.<\/p>\n
The Premier joined the meeting virtually from her official Ganabhaban
\nresidence while ministers, state ministers, planning commission members and
\nsecretaries concerned attended the meeting from the NEC Conference Room in
\nthe city’s Sher-e-Bangla Nagar area.<\/p>\n
Briefing reporters after the meeting, Planning Minister MA Mannan said that a
\ntotal of 11 projects were approved today involving an overall estimated cost
\nof Taka 4,541.81 crore while the entire project cost would come from the
\nstate coffer.<\/p>\n
Of the approved 11 projects, six are new while the rest five projects are
\nrevised ones.<\/p>\n
Revealing some of the directives from the Premier, the Planning Minister said
\nthat the Prime Minister had directed all the authorities of the concerned
\ncity corporations to become self-reliant gradually instead of depending on
\nthe government.<\/p>\n
Mannan informed that the Premier directed the Rural Development and
\nCooperatives Division to gradually expand the operations of milk-based
\ncooperatives in the milk deficit upazilas to meet the growing demand for
\nprotein.<\/p>\n
Supplementing on the issue, State Minister for Planning Dr Shamsul Alam said
\nthat Sheikh Hasina also stressed the need for agro-processing initiatives
\nside by side producing ghee, powder milk and cheese from milk where the
\nprivate sector initiatives could be highly encouraged.<\/p>\n
Referring to the approval of a project in Mymensingh City Corporation, Mannan
\nsaid the Premier gave a strong order for having sound waste management adding
\nthat CETP or ETP should be in place so that no waste is poured into the
\nrivers.<\/p>\n
He said that the Prime Minister is highly concerned about the environmental
\nissue adding that CETPs and ETPs should be established where industries are
\nmushrooming.<\/p>\n
Dr Shamsul Alam supplemented that the Premier stressed that the National
\nRiver Protection Commission should have a close vigil so that the rivers
\nacross the country are not polluted.<\/p>\n
He also informed that Sheikh Hasina while giving approval to the project for
\nempowering the womenfolk unrecorded that the women get proper training in a
\ntrue sense so that they could become self-reliant.<\/p>\n
Answering to a question about the reoccurrence of revision of Development
\nprojects, the Planning Minister said that the government has been trying
\nrelentlessly to come out of such a trend by applying better technology and
\nknowledge.<\/p>\n
But, he acknowledged that the COVID-19 pandemic which was an unforeseen event
\naffected the project implementation process to some extent. Besides, the
\nRussia-Ukraine war is also ongoing, he added.<\/p>\n
Mannan, however, informed that despite the war and the pandemic, the work of
\nRooppur nuclear power plant project is on track alongside the Matarbari power
\nplant and others.<\/p>\n
Replying to another question, he said that corruption might take place at an
\nindividual level to some extent, but according to his knowledge, there is no
\ncorruption at the institutional level.<\/p>\n
The Planning Minister said that the recent Cabinet decision of building
\nelevated roads in the haor areas would be a ‘game changer’ and the government
\nis very much committed to it. There will be no more all-weather roads, he
\nadded.<\/p>\n
He told another questioner that due to the relentless and massive development
\ninitiatives of this proactive Awami League government, there is so much rush
\nand gathering on the roads and highways with increased traffic.<\/p>\n
Mannan informed that the ECNEC was also apprised of the approval of a project
\nfor turning the historic Rose Garden into a museum.<\/p>\n
Replying to a question, Dr Alam said that Bangladesh is in a safe zone in
\ndebt repayment as the country did not fail in repaying loans in its 51-year
\nhistory.<\/p>\n
Revealing the rate of implementation of the Revised Annual Development
\nProgramme (RADP) during the July-March period of the current fiscal year
\n(FY22), Mannan said that the rate is 3.64 per cent higher than the
\ncorresponding period of the previous fiscal year (FY21).<\/p>\n
The RADP implementation rate during the July-March period was 45.56 per cent
\nwith an expenditure of Taka 98,934.92 crore whereas the RADP implementation
\nrate during the July-March period of the last fiscal year was 41.92 per cent
\nwith an expenditure of Taka 87,735.51 crore.<\/p>\n
Mannan said that the RADP implementation rate has increased during this nine-
\nmonth period due to the sound management of the government despite the
\npandemic alongside the hard work of the common people.<\/p>\n

The Planning Minister said that the Department of ICT under the ICT Division
\nwill implement the project titled “Her Power Project: Women empowerment
\nthrough technological support (2nd phase)” by December 2024.<\/p>\n
The project will be implemented at some 130 upazilas under 44 districts of 8
\ndivisions. The project was first proposed to be named as “She Power Project”,
\nbut later was changed as “Her Power Project” following the directives from
\nthe Premier.<\/p>\n
The main objectives of the project are to create opportunities for self
\nemployment to the womenfolk through enhancing their skills by ensuring
\noptimum safe utilization of ICT side by side ensuring their sustainable
\nempowerment as entrepreneurs.<\/p>\n
The main project operations include providing internal training to some
\n26,325 female, providing financial grant to some 25,125 female for procuring
\ncomputers and laptops, ensuring some 29,484 education materials, procurement
\nof necessary computer equipment and furniture, procurement of some 86
\ntelecommunication and electric equipment, creation of four computer software
\nand database.<\/p>\n
The other projects approved in the meeting are expanding the operations of
\nmilk cooperatives in the milk deficit upazilas with Taka 156.88 crore,
\nProtecting Nawabganj under Dhaka district from the erosion of Kaliganga
\nRiver, protecting Saturia, Gheor and Manikganj Sadar upazila and Singair
\nupazila under Manikganj district through protecting their riverbanks with
\nTaka 688.96 crore, Addressing water logging at Narayanganj Sadar upazila with
\nTaka 149.70 crore, Canal excavation from Baroipara of Bohaddarhat to
\nKarnaphuli River, 2nd revised with an additional cost of Taka 106.46 crore.<\/p>\n
The other projects approved in the meeting are Supply of necessary
\nmachineries and equipment to Mymensingh city corporation and improvement of
\nits waste management with Taka 122.13 crore, Construction of broad gauge
\nrailway track from Chilahati to Chilahati border to establish rail
\ncommunication with India, 1st revised with an additional cost of Taka 60.52
\ncrore, Construction of border roads (Rangamati, Khagrachhari and Bandarban
\nhilly districts), 1st phase, 1st revised with an additional cost of Taka
\n2,174.47 crore, Upgrading district highways into due standard and width,
\nCumilla Zone, 1st revised with an additional cost of Taka 77.91 crore,
\nConstruction, development of Nabinagar-Shibpur-Radhika regional highway, (R-
\n203), 1st revised with an additional cost of Taka 95.92 crore and Protecting
\nMorelganj upazila Sadar and adjacent areas from the erosion of Panguchhi
\nriver in Bagerhat and re-excavation of Bishkhali River with Taka 658.83
