US President Joe Biden said Monday he would lay down \u201cred lines\u201d to his Russian counterpart Vladimir Putin at their upcoming meeting, after rallying NATO allies to face up to challenges from Moscow and Beijing.<\/p>\n
Speaking after his first NATO summit since being elected, Biden insisted: \u201cI\u2019m not looking for conflict with Russia, but that we will respond if Russia continues its harmful activities.\u201d<\/p>\n
Biden also called Putin \u201ctough\u201d and \u201ca worthy adversary\u201d ahead of their hotly anticipated meeting in Geneva on Wednesday.<\/p>\n
The warning to the Kremlin leader came as Biden pressed to renew Washington\u2019s transatlantic ties with allies after years of tensions under his predecessor Donald Trump.<\/p>\n
At Biden\u2019s urging, NATO leaders agreed to work together against the \u201csystemic challenges\u201d posed by China\u2019s aggressive policies as the alliance fleshed out its nascent approach to Beijing.<\/p>\n
China\u2019s increasingly assertive actions in building a nuclear arsenal as well as space and cyber warfare capabilities threatens the international order, they said in a statement.<\/p>\n
NATO Secretary General Jens Stoltenberg said the allies would seek to cooperate with China on global issues like climate change, as European capitals wanted.<\/p>\n
But, in a nod to Washington\u2019s growing concern, he warned: \u201cChina\u2019s growing influence and international policies present challenges to Alliance security.\u201d<\/p>\n
\u201cLeaders agreed that we need to address such challenges together as an alliance, and that we need to engage with China to defend our security interests,\u201d he said.<\/p>\n
In the summit communique, the leaders told Russia that there would be no quick return to \u201cbusiness as usual\u201d.<\/p>\n
Russia\u2019s military build-up and provocative behaviour on NATO\u2019s eastern frontier \u201cincreasingly threaten the security of the Euro-Atlantic area and contribute to instability along NATO borders and beyond\u201d.<\/p>\n
\u2013 \u2018Right balance\u2019 \u2013<\/p>\n
On China, Biden is picking up from where Trump left off by getting NATO to start paying attention to Beijing.<\/p>\n
But European allies have been wary that an increase of focus on China could distract NATO from its major priority \u2014 Russia.<\/p>\n
German Chancellor Angela Merkel insisted that alliance members should not \u201coverestimate\u201d the dangers posed from Beijing.<\/p>\n
\u201cWe have to find the right balance,\u201d she said. \u201cChina is a rival on many issues, but at the same time it is also a partner on many issues.\u201d<\/p>\n
French President Emmanuel Macron insisted that NATO should not spread itself too thin and \u201cskew\u201d the relationship with China.<\/p>\n
\u201cNATO is a military organisation, the subject of our relationship with China is not only military,\u201d he said, stressing NATO\u2019s north Atlantic focus.<\/p>\n
\u2013 Afghanistan \u2013<\/p>\n
Looming large in the background for the summit was also the scramble to complete NATO\u2019s hasty withdrawal from Afghanistan after Biden surprised partners by ordering US troops home by September 11.<\/p>\n
Biden discussed with Turkish President Recep Tayyip Erdogan an offer from Ankara to keep troops in the country to secure Kabul airport \u2014 provided the US gave support.<\/p>\n
Erdogan announced no firm deal on the issue \u2014 or any progress on the thorny dispute over Turkey\u2019s purchase of Russia\u2019s S-400 missile system.<\/p>\n
But Erdogan insisted that he had held \u201cfruitful and sincere\u201d talks with his US counterpart.<\/p>\n
The final NATO summit statement did not mention Turkey\u2019s role at the airport, but did stress that the alliance would continue to pay to keep the facility open.<\/p>\n
Much of the summit Monday was dedicated to trying to forge a way forward by greenlighting a 2030 reform plan to revitalise an alliance that Macron warned in 2019 was undergoing \u201cbrain death\u201d.<\/p>\n
Allies endorsed a new cyber defence policy to tackle rising threats and agreed for the first time that an attack in space could trigger the Article 5 collective defence clause.<\/p>\n
